The Heliopolis tram system in Cairo has essentially reached a critical point where the rolling stock, infrastructure, and supporting systems needed to be rehabilitated and/or replaced.
Together with the bus system and planned metro line No. 3, the Heliopolis – Nasr City – New Cairo City Link is important in the growing transportation demand between these areas. The project is the first line of the Heliopolis modernized network (at grade) as part of the larger scheme including a new underground metro connection to be built soon from Cairo CBD to Heliopolis.

In 2009 Mena Rail was commissioned by the Ministry of Housing to elaborate the Traffic Study, Preliminary Design and Tender Documentation for LRT line from Heliopolis to Nasr City in total length of 18.3 km.
Part of the line was on the corridor of the existing Heliopolis Tram network. Soon after the completion of the Traffic Study and Prelim-inary/Conceptual Designs the clients, City of Cairo, the Ministry of Housing and the World Bank asked Mena Rail to expand its work to the new residential area of New Cairo City.
Total length of the line, planned for the first stage of construction is 29.8 km with 28 stops. NING Ltd. developed the complete project documentation for Mena Rail, including traffic analysis, estimation costs, preliminary designs (alignment, power supply, structural, traffic, etc.)
